Phone companies say it's to develop faster service and more features. Some changes include Verizon dropping its "New Every Two" plan for upgrading phones. Starting this weekend, AT&T is raising rates and ending some discounts. Sprint is jacking up rates for smart-phones for new users by $10 a month, starting at the end of this month. Current Sprint customers will not be affected.
